It all depends on what you mean by public.





If you are sitting waiting to catch a flight, bus, cab or train, I don't think it is.





If you are sitting at a restaurant table, yes it is.





If you are outdoors, no i don't think it is.





If you are at a theater, performance or the like, yes it is.





I would definitely consider the ';public'; place.





Of course it's best to do your filing at home or in a nail salon. But our nails don't always break when we are at home.Do you think it's tacky to file your fingernails in public?
I'd say Rita's got it right. It's tacky to do it when you're in a place where you ought to be giving someone or something else your attention. At those times, it gives off an impression of ';my nails are more interesting than you/this,'; which is rude.





When you're just sitting around though, and there's nothing you should be doing or looking at, it's generally fine.
All private grooming activities should be done in private, unless it is in a restroom. That includes filing or clipping your fingernails, flossing your teeth, putting on makeup, changing your socks, etc.
To pull out the file and do all of your nails is rude. To fix one nail that's been driving you crazy and you just need a quick fix so it stop picking your sweater- is OK%26gt;
Not only tacky but gross. Nails flying all over the place, that is simply nasty. Some things are simply not to be shared with the world and this would be one of those things.
It's never classy to perform bathroom chores out in public.
